게엄령을 보고
한국은 지금까지 지난 주에 일어난 게엄때문에 난리입습니다. 처음 게엄 소식을 들었을 때 “이게 뭐지?”라는 생각이 들면서 어안이 벙벙했습니다. 조금 지나서 한국이 걱정이 되기 시작했습니다.
이번 게엄이 45 년 만이라는데, 그때 일어난 사회의 혼란과 불행을 대학생으로서 본 사람이기 때문입니다. 제가 대학교 3학년이었던 1979년 10월 26일에 박정희 대통령이 사망하고 비상계엄령(제주도 제외)을 발표합니다. 그리고 다음해 5월 17일에 게엄이 전국으로 확대됩니다. 바로 다음 날인 5월 18일에 광주에서 데모가 일어나고, 결국 5.18 광주 민주하 운동이란 비극으로 끝납니다. 그후 전두환 정권이 7 년동안 이어집니다.
그래서 이런 생각이 들었습니다. “국회의 해산결의로 게엄이 해제되지 않을까? 그래도 최소한 사회가 지금보다 더 어지러워지겠지. 이것을 모르고 게엄을 선포했을까? 그렇다면 무력으로 국회를 장악할건가? 그러면 사회가 상상하기 힘든 혼란에 빠질텐데…” 하여튼 지금 국회에서 대통령 탄핵 표결은 부결되었고, 사회는 계속 혼란에 빠져 있습니다.
이 사건에 대해 평론할 생각은 없고 교훈을 살펴보려고 합니다. 먼저, 지도자가 중요하다는 것입니다. 윤석열 대통령은 여러 번 상식에 벗어나는 결정을 했습니다. 그때마다 한국사회가 어려웠는데 이번 게엄을 통해 지도자를 잘 세우는 것이 얼마나 중요한지 깨달았습니다.
두번째는 민중의 힘입니다. 게엄이 실패한 이유는 게엄에 반대하여 일어난 용감한 시민과 게엄을 소극적으로 진행한 군인들 덕분이라고 합니다. 아무리 지도자가 부족하고 잘못된 결정을 하더라도 민중이 깨어 있으면 최악은 막을 수 있는 것 같습니다.
세번째는 이번 게엄을 어떻게 해결하느냐에 따라서 전화위복이 될 수 있다는 것입니다. 한군 사회는 그동안 여러번의 위기를 겪었지만 더 좋아질 기회를 놓쳤습니다. 10.26에 박정희 대통령이 시해되고 나서 정치권이 성숙하게 대처했다면 민주화가 10 년이 앞당겨졌을 것입니다. 1997년 IMF때 한국 경제가 튼튼해질 기회를 맞았지만 성과없는 책임 공방만 하다가 결국 원래 상태로 되돌아 갔습니다. 박근혜 대통령 탄핵 이후에도 정치권이 정신을 차리지 못하고 더 많이 분열했습니다.
이런 교훈은 한국 사회에도 적용되지만, 교회에도 적용됩니다. 먼저 지도자를 잘 세워야 합니다. 그리고 지도자가 잘 활동하도록 교인들이 도와야 합니다. 그리고 문제가 일어나면 혼란은 최소한으로 줄이고 더 좋은 결과로 끝나도록 노력해야 합니다.
On the recent Martial Law
Korea is still suffering because of the recent Martial law that happened last week. When I first heard the news about it, I was dumbfounded and thought, “What is this?” After a while, I started to worry about Korea.
This is because as a college student, I saw the social chaos and misfortune that occurred at that time when the last martial law 45 years ago. On October 26, 1979, when I was a junior in college, President Park Chung-hee died and martial law was announced (excluding Jeju Island). And on May 17th of the following year, it was expanded nationwide. The very next day, May 18, a demonstration took place in Gwangju, ultimately ending in tragedy as the May 18 Gwangju Democracy Movement. Afterwards, the Chun Doo-hwan regime continued for seven years.
This thought occurred to me. “Wouldn’t it be lifted with the resolution to dissolve by the National Assembly? Still, at least society will become more chaotic than it is now. Did they declare it without knowing this? Isn’t the army going to take over the National Assembly by force? Then society will fall into unimaginable chaos... “Anyway, the vote to impeach the president has now been rejected in the National Assembly, and society continues to be in chaos.
I don't intend to comment on this incident, but rather look at the lessons we can learn. First, leaders are important. President Yoon Seok-yeol made several decisions that went beyond common sense. At each decision, Korean society became difficult, but through this event, I realized how important it is to establish good leaders.
The second is people power. It is said that the reason the martial law failed was due to the brave citizens who rose up against it and the soldiers who passively carried out it. No matter how lacking a leader on making the wrong decisions, it seems that the worst can be prevented if the people are awake.
Thirdly, depending on how this issue is resolved, it could be a blessing in disguise. Korean society has gone through several crises, but has missed opportunities to get better. If the political world had reacted maturely after President Park Chung-hee’s assassination on October 26, democratization would have been brought about 10 years earlier. During the IMF crisis in 1997, the Korean economy had an opportunity to become stronger, but it ended up returning to its original state after fruitless disputes over responsibility. Even after the impeachment of President Park Geun-hye, the political world failed to come to its senses and became more divided.
This lesson applies not only to Korean society, but also to the church. First, we must establish good leaders. And church members must help the leader function well. And when problems arise, we must try to minimize disruption and achieve better results.
